Where NRADC Releases Go

Northwestern Regional Adult Detention Center serves Frederick, Clarke, and Fauquier Counties plus the independent City of Winchester. A person may leave the Main Jail after bond, recognizance, time served, sentence completion, or a court-ordered release. That event can place the person back in the community, sometimes with local or state supervision. Yet the same roster change can mark transfer to the Virginia Department of Corrections, another jail, federal authorities, ICE, a hospital, or another custodian. The jail's Winchester address does not identify the case locality. Use the committing jurisdiction and case number.

The distinction is vital. An NRADC release record proves that NRADC custody ended. It does not, by itself, prove freedom from all custody. Ask for the release reason or transfer destination. If the record names VADOC, search the state locator. If it names another jail, BOP, USMS, or ICE, follow that receiving system. For a community release, compare the jail event with the signed bond, dismissal, sentencing, or release order from the correct court.

Confirm an NRADC Release

The official Find an Inmate route and automated Jail Information Line are designed for people currently held at NRADC. Public material supports bond information through those tools, but it does not document a released-person archive, refresh interval, release-reason field, or retention period. A no-result may reflect release, transfer, a lag, a spelling mismatch, or no booking at this jail. Preserve the name used, time checked, and exact result.

Use a short custody-chain check. Each step answers a separate question:

1. Search the NRADC locator and call 540-535-3800. A current match means the person remains in NRADC custody.
2. Check Virginia VINE for the named reporting agency and copy its event wording exactly. A release or transfer alert does not supply the legal reason.
3. Search the Frederick court in Virginia OCIS when Frederick is the committing jurisdiction. Obtain the signed order when exact terms matter.
4. Check VADOC, BOP, or ICE if a transfer is plausible. The receiving locator may explain why the person left the regional roster.
5. Request NRADC's booking, custody-status, and release record when the public systems do not resolve the event.

NRADC Release Records Contact

NRADC operates the jail, so its records custodian is the first route for booking, custody, release, transfer, and booking-photo records. The Frederick County Sheriff may hold arrest or sheriff-created records, but sending an identical broad request to both offices can slow the search. Direct each request to the office that created the record. The NRADC FOIA page supplies the official public-record route.

Identify the person by full legal name, known aliases, date of birth or another lawful identifier, and booking number when known. Give the approximate admission date and committing jurisdiction. Ask for existing records showing booking, custody history, release date and time, release type or reason, bond posting event, and transfer destination. Request an electronic copy and an advance cost estimate. Do not ask the custodian to create a new report or answer why the court acted.

Virginia FOIA allows inspection or copies of public records, subject to exemptions and other law. Charges may reflect reasonable actual cost. A narrow request aids identification and cost control. If material is withheld, ask for the statutory basis and for any reasonably segregable nonexempt part.

Frederick Release Jurisdiction

NRADC is regional, not a Frederick-only jail. Its location in Winchester often causes a false shortcut. Winchester is an independent city, and the jail also serves Clarke and Fauquier. A person housed at Fort Collier Road can therefore have a Frederick County case, a Winchester case, or a case from another member jurisdiction. The booking record's committing agency and jurisdiction should be carried into every court and records search.

For a Frederick matter, Virginia OCIS may point to Frederick Circuit Court or the joint Winchester/Frederick General District Court, depending on charge type and stage. A signed bond or release order can show why release was authorized. It may not show the moment physical processing ended or whether another hold took effect. Pair it with the NRADC event.

Note: A court order and jail event should be read together because they document authority and completed processing at different points.

NRADC Scheduled Release Timing

The NRADC FAQ says scheduled releases start at 5:00 a.m. The word “start” matters. It is not a promise that every person exits at that time, that all court-ordered releases follow the same clock, or that a transfer controlled by another agency occurs then. Bond processing, court action, warrants, detainers, sentence calculations, and receiving-agency transport can change the practical time.

Bond may be posted in court or at the Magistrate's Office through cash, property, or a bonding company when bond is set. Jail staff cannot recommend a company. A bond amount or eligibility shown by the locator or phone system is not proof that bond was posted or release completed. Seek the posting event and physical release record. If another jurisdiction, facility, or VADOC controls the next event, contact that custodian.

Families planning a pickup should call the jail before selecting a waiting place. NRADC publishes no pickup-zone or rideshare rule in the cited material. Early release processing can also begin before regular public transit hours, so a projected time should not be treated as a firm travel schedule.

How NRADC Became Regional

Frederick's jail history began with the Cameron Street jail built in 1845. Overcrowding later pushed Clarke, Frederick, and Winchester toward a regional board in 1987. Construction of a 251-bed Main Jail and a 99-bed Work Release Center began in 1989. The work-release building opened in December 1990, and the Main Jail followed in 1991. Fauquier joined the regional system in 1998.

The official NRADC history records a 204-bed Community Corrections Center completed in 2006 and an 86-bed housing addition completed in 2007. NRADC now reports capacity for 1,027. These facts explain why one Winchester complex can hold people tied to four jurisdictions and why a search must identify the correct case locality.

The history is more than local color. It explains why Frederick County has no separate county jail roster. NRADC is the controlling local custodian, while the county court and sheriff keep different parts of the episode.

NRADC Custody Status Terms

Several labels can sound alike while describing different outcomes. Preserve the agency's exact language before summarizing it. A short set of definitions keeps an NRADC release from being confused with a transfer or supervision status.

Recognizance

Release based on a promise to appear, subject to the court's terms.

Bond

Release after the court's financial or other bond conditions have been met.

Transfer

Departure from NRADC into another custodian's control, not community release.

Probation

Court-ordered supervision in the community, handled locally or by VADOC according to the order.

Discharge

Completion of the custodial or supervision term identified by the responsible agency.

Work release is still custody. A participant can travel for authorized work and return to the Community Corrections Center without having completed the sentence. Likewise, a VADOC supervisee may be outside prison but not fully discharged. The record should say which authority still applies.

NRADC Release Property Records

NRADC inventories allowable property and holds it until release or transfer. At the custody change, property goes to the person or to the transferring agent. That detail can support the event record, but property pickup alone does not prove the legal form of release. Third-party pickup requires a property-release form and valid photo identification.

The published property procedure lists pickup hours Tuesday through Friday, 8:00 to 11:00 a.m. and 1:00 to 3:00 p.m. The window is closed Saturday through Monday and on recognized holidays or cancellations. These are property-window hours, not general lobby hours and not release processing times.

For a transfer, ask whether the property was delivered to the receiving agent. For a community release, ask how unclaimed allowable property may be retrieved. Keep the property form separate from the booking and release record because each documents a different part of the custody ending.
